Poipole comes at level 40 (or 41 if evolved into Naganadel) in an awesome rare red Cherish Ball, with 3 perfect IVs, a Modest nature, and the Classic Ribbon which grants the title "Poipole the Pokémon Fan". I have included a screenshot of the eventdex entry from Serebii for this specific event Poipole in the photos for reference.
